How Does My Organization Find a Professional Supervisory Unit?

How does my organization find and contact a Professional Supervisory Unit (PSU)? Which entities in China are approved to work as PSUs?

The Ministry of Public Security (MPS) has released a list of approved Professional Supervisory Units (PSUs), arranged by field of specialization (see below). In addition, most provincial-level MPS foreign NGO offices have posted more specific PSU lists for their provinces. Using these lists as a guide, organizations can reach out to relevant PSUs directly to request their sponsorship. According to one source, MPS representatives have indicated that the MPS will not assist foreign NGOs by helping pair them with PSUs.

MPS officials have indicated that they plan to update the PSU list as necessary to include relevant entities; if a logical or appropriate entity is not on the approved PSU list, a foreign NGO might consider informing the MPS and requesting its inclusion. As of February 9, 2018, at least nine entities that were not initially included on the 2017 PSU List have since sponsored foreign NGOs. These are:

  • The State Administration of Grain
  • The State Ethnic Affairs Commission
  • The Ministry of Land and Resources
  • The Chinese Association for International Understanding
  • The Chinese People’s Association for Friendship with Foreign Countries
  • The Shanghai Institutes for International Studies
  • The Communist Youth League of China
  • The Ministry of Foreign Affairs (provincial-level Foreign Affairs Office)
  • The Civil Aviation Administration of China

Note that a PSU is different from a Chinese Partner Unit. PSUs are paired with foreign NGOs registering a representative office in China (meaning that they will have a full-time presence in the mainland). PSUs can only be selected from lists provided by the MPS. Chinese Partner Units, on the other hand, are organizations that work with a foreign NGO to carry out a temporary activity.
