Jiangxi and Hubei Public Security Bureaus Meet with Other Government Agencies to Talk Foreign NGO Law; Jiangsu and Yunnan Engage with Registered Foreign NGOs

September 26, 2017:

Today, the Beijing Public Security Bureau (PSB) Foreign NGO Management Office issued registration certificates to three foreign NGOs: World Sport Federation Asia Headquarters (世界体育总会亚太区总部) (Macau), Oxfam (Hong Kong), and France Export Céréales.

Today, three provincial PSB Foreign NGO Management Offices issued registration certificates to foreign NGO representative offices. Heilongjiang presented a certificate to Italy’s AIFO (Associazione Italiana Amici di Raoul Follereau), Shandong to China-Britain Business Council, and Fujian to both Taiwan’s Cultural Association of Tainan City and Hong Kong’s Harvest Charity Foundation Limited.

September 26, 2017:

Today, the Jiangxi PSB Foreign NGO Management Office met with the provincial Civil Affairs Department to discuss foreign NGO management, including strengthening communication between the two entities and improving registration and filing services.

Also today, the Hubei Province/Wuhan City PSB Foreign NGO Management Office held a meeting at the City Water Authority to explain the foreign NGO law to both the Water Authority’s internal departments as well as to social organizations working on water resource protection. Several of these social organizations, including Love Our Hundred Lakes (爱我百湖) and Green River City (绿色江城), discussed issues with expanding cooperation and exchanges with foreign NGOs in accordance with the law.  The City Water Authority answered questions, clarified its work responsibilities, and indicated that it would strengthen coordination with public security authorities to better serve and manage social organizations carrying out activities with foreign NGOs.

The Ministry of Public Security released data analysis related to representative office registration and temporary activity filings for the first nine months of the year.

Today, a representative of the Shin Shin Educational Foundation’s Beijing office, at the invitation of the Jiangsu PSB Foreign NGO Management Office, spoke at the Third Annual Domestic Volunteer Work Conference. The Shin Shin representative praised the Foreign NGO Law’s contributions to Shin Shin’s work and to domestic volunteerism more generally, also noting that foreign NGOs should adhere to their own internal by-laws, self-regulate, act in accordance with regulation, fulfill their duties in accordance with the law, and coordinate with their Professional Supervisory Units and public security organs in the course of day-to-day management. [The Shin Shin Educational Foundation is a U.S.-based non-profit that was registered in Beijing in January 2017.]

Also today, the Yunnan PSB Foreign NGO Management Office met with leaders from Operation Smile’s greater China regional offices. Operation Smile discussed its work history in China treating children with cleft palates; the Yunnan PSB Foreign NGO Management Office indicated it maintains an open attitude toward and encourages foreign NGOs working on issues of public welfare to conduct activities in Yunnan according to the law. [Operation Smile registered a representative office in Yunnan in July 2017.]

Today, several provincial PSB Foreign NGO Management Offices presented registration certificates to foreign NGOs: Tianjin gave a certificate to the Philip Hayden Foundation (United States); Liaoning gave a certificate to the Canada China Agriculture Friendship Society; and Shandong gave a certificate to the World Association of Chinese Doctors (Macau) as part of its attendance at the World Association of Chinese Doctors’ annual meeting. [According to the Ministry of Public Security’s database, the World Association of Chinese Doctors was officially registered in May 2017.]

Today, the Shanghai PSB Foreign NGO Management Office presented registration certificates to the following 14 foreign NGOs, listed by country/region of origin:

The WeChat posting also noted that the Shanghai PSB Foreign NGO Management Office welcomed foreign NGOs to help build Shanghai as “four centers (四个中心)” -- an international economic center, an international finance center, an international trade center, and an international transport center (国际经济中心、国际金融中心、国际贸易中心、国际航运中心). [These goals for Shanghai’s development were enumerated by the State Council in 2001.]

October 23, 2017:

Today, the Beijing PSB Foreign NGO Management Office issued registration certificates to four foreign NGOs, three from Hong Kong (The Hong Kong Institute of Chartered Secretaries, Lee Shau Kee Foundation, and Chi Wah Foundation) and one from the United States (WildAid).

Today, the Yunnan PSB Foreign NGO Management Office issued registration certificates to two foreign NGOs: SIL International (United States) and Peach Foundation (Taiwan).

Today, the Shandong PSB Foreign NGO Management Office presented a registration certificate to the Dutch Trade Promotion Council.  

October 23, 2017:

Today, the Guangdong PSB Foreign NGO Management Office presented a registration certificate to the Tin Ka Ping Foundation (Hong Kong).
