‘Scientific’ Programming, Annual Plan Guidance, and Foreign NGO Law Publicity

Recently, the Fujian Public Security Bureau (PSB) Foreign NGO Management Office issued a registration certificate to BSK International (Germany). The PSB congratulated BSK on their newly-registered Xiamen representative office, indicated it would coordinate with the group’s Professional Supervisory Unit (PSU) to provide legal guidance and policy support, and expressed its hope that the group would maintain good communications with its PSU and conduct its activities in accordance with the law. BSK thanked the PSB and its PSU, saying that it would promote Sino-German exchanges and cooperation in the field of education.

Recently, the Wuhan City PSB Foreign NGO Management Office, in cooperation with other departments of the bureau, held a number of events to publicize and explain the Foreign NGO Law. Through PowerPoint slides, case studies, and other methods, the PSB explained the law’s background and significance; discussed registrations and filings throughout the city, province, and country; and discussed how to effectively manage and provide service to foreign NGOs. Police officers who attended the session said they had gained a clearer understanding of foreign NGO management work.

Recently, the Yunnan PSB Foreign NGO Management Office met with the chief representatives from Oxfam’s Beijing and Yunnan offices. Oxfam described the work of its four representative offices in China (in addition to Beijing and Yunnan, Oxfam is also registered in Guangdong and Gansu). PSB officials told Oxfam that they appreciated the poverty alleviation work Oxfam has conducted in Yunnan and hoped that the group would plan its activities in a scientific manner to strengthen the results of its programs.

Oxfam then visited the Guizhou PSB Foreign NGO Management office. The Guizhou PSB welcomed Oxfam and affirmed the education-, poverty alleviation-, and disaster relief-related work the group has done in Guizhou in recent years. The PSB also offered guidance on Oxfam’s proposed activities in Guizhou, as included in the Beijing office’s 2019 annual activity plan. The PSB stated that it is working to improve its level of service and encouraged Oxfam to continue the development of the charity sector in Guizhou in accordance with the law. Oxfam pledged to strictly follow the law in its work and thanked the PSB for its good work.
