Foreign NGO Publicity and ‘110 Day’ in Jiangsu and Anhui, Meetings with NGOs in Yunnan and Ningxia

Ministry of Public Security WeChat Posts—January 23-25, 2019

January 23, 2019:

Recently, the Jiangsu Public Security Bureau (PSB) Foreign NGO Management Department combined the two-year anniversary of the Foreign NGO Law with “110 Publicity Day” to actively promote the Law. [110 is China’s emergency police number.] The department posted a “authoritative explanation” of the Foreign NGO Law on a provincial PSB WeChat account, posted a related cartoon at the top of their home webpage, and coordinated with city- and county-level PSBs to post related content to their new media accounts. On 110 Publicity Day itself, [personnel] gave out souvenirs that had the Ministry of Public Security’s (MPS’s) Foreign NGO WeChat account barcode on them, and they hung banners and passed out materials in high-foot-traffic areas. A number of different cities through Jiangsu, including Nanjing, Zhenjiang, Lianyungang, Suqiang, Huai’an, Yangzhou, Yancheng, Nantong, Wuxi, and Xuzhou, all organized related activities to promote the Foreign NGO Law.

January 23, 2019:

The Anhui province and Hefei city PSB Foreign NGO Management Offices recently combined “110 Publicity Day” with promotion of the Foreign NGO Law. At the Hefei train station, they put up a large sign with information about the MPS Foreign NGO WeChat account, handed out relevant written materials and souvenirs, and played videos on an LED screen. Also in Anhui’s Hefei, Huainan, and Bozhou cities, PSB officials visited tertiary education institutions to promote the law. Bozhou’s PSB also encouraged a subordinate county, Guoyang, to develop a mini online test. Chizhou, Huainan, Anqing, and Fuyang cities and Feidong and Lixin counties also carried out activities to promote the law either within local PSBs or to the public.

In Gansu province, the provincial and Lanzhou city PSB Foreign NGO Management Offices visited North Minzu University to carry out promotional activities related to the Foreign NGO Law. This included setting up banners, balloons, signs, and video screens, as well as handing out written materials.

January 23, 2019:

Under the coordination of the Tianjin PSB Foreign NGO Management Office, the China Cable Chamber of Commerce’s (Hong Kong) Tianjin Representative Office visited the Good Morning Baby Tianjin Center Disabled Orphans’ Care. Chamber employees asked about the children’s illnesses and treatment, and also donated some money and household goods. The Center thanked the Chamber for its visit.

January 25, 2019:

The Yunnan PSB Foreign NGO Management Office recently held its annual conference for foreign NGOs working in the province. Over 60 people attended, including PSB officers and 25 chief representatives from foreign NGOs. The accountant in charge of NGOs’ annual audits gave an detailed explanation of problems that had cropped up in the course of financial such audits. A PSB officer also offered directions on how to properly fill out annual plan and annual report forms. The PSB said that, in all its efforts, it would respect the maxim of “sincerely welcome, warmly serve, manage according to the law, act innovatively (诚挚欢迎、热情服务,依法管理、创新举措)” and asked the foreign NGOs in Yunnan to “strictly observe the law, act within the regulations, communicate and understand (严格依法、规范活动、沟通理解).”

January 25, 2019:

Recently, the Ningxia PSB Foreign NGO Management Office visited the office of Plan International (United States). There, PSB officials explained the overall situation of foreign NGOs in Ningxia, answered Plan International’s questions, and discussed annual inspections. Plan’s representative thanked the PSB for its warm service, talked about its programs in 2018, and stated that the group would continue to respect the law, strictly manage its programs, and report on the group’s activities in a timely manner.
