Forestry Administration Formulates Foreign NGO Guidelines; Ningxia Public Security Bureau Educates Local Police on Foreign NGO Law; Shanghai Public Security Bureau Meets with Canadian Consulate

September 6, 2017:

The State Forestry Administration has formulated “Measures for State Forestry Administration Departments and Subordinate Units Managing Cooperation and Exchange with Foreign NGOs,” meant to regulate and guide offices within the State Forestry Administration as well as its subordinate provincial-level units in their work with foreign NGOs. The Measures include guiding principles behind expanding cooperation with foreign NGOs, division of responsibility, and scope of work, as well as details about provincial-level forestry departments’ reporting responsibilities to the State Forestry Administration if they are serving as Professional Supervisory Units to foreign NGOs. The Measures require that cooperation with foreign NGOs should conform with relevant national targets and plans and the Forestry Administration’s own developmental needs.

September 6, 2017:

Today, the Jiangsu Public Security Bureau (PSB) Foreign NGO Management Office presented representative office registration certificates to four NGOs: the Cyrus Tang Foundation (United States), China-Britain Business Council, Taiwan Electrical and Electronic Manufacturers’ Association, and Interkultur (Hong Kong). (The China NGO Project notes that the Ministry of Public Security (MPS) website recorded the former three NGOs as having been registered as of April 10.)

Today, the Chifeng City (Inner Mongolia) Impoverished Village Development Promotion Commission and the Jiadaoli Charitable Foundation [translations by The China NGO Project] launched a temporary activity filing. The activity is aimed at improving elderly in rural areas improve their own health and their ability to support themselves.

The Ningxia PSB Foreign NGO Management Office gave a special lecture at the all-province police training course to educate new police officers about the Foreign NGO Law.

September 12, 2017:

The MPS released Chinese-language data and graphics regarding foreign NGO registrations from January to August of this year. This includes information about registration locations, countries of origin, dates of registration, and Professional Supervisory Units.

September 12, 2017:

The Beijing PSB Foreign NGO Management Office presented eight foreign NGOs with representative office registration certificates: Fédération Française de Football (France), Junior Achievement China (United States), The Wildlife Conservation Society (United States), U.S. Meat Export Federation, Sun Culture Foundation (Hong Kong), World Steel Association (Belgium), Korea Chamber of Commerce and Industry (South Korea), and Federation of Indian Chambers of Commerce & Industry.

The Inner Mongolia PSB Foreign NGO Management Office presented The Japan Association for Greening Deserts with its representative office registration certificate. (The China NGO Project notes that the MPS website recorded this NGO as having been registered as of August 11.)

The Henan PSB Foreign NGO Management Office granted its first registration to a foreign NGO, Europe-China Culture and Economy Commission (Belgium). (The China NGO Project notes that the MPS website recorded this NGO as having been registered as of August 4.)

The Zhejiang PSB Foreign NGO Management Office presented a representative office registration certificate to the China-Britain Business Council. (The China NGO Project notes that the MPS website recorded this NGO as having been registered as of August 29.)

September 12, 2017:

Today, the Shanghai PSB Foreign NGO Management Office met with a representative from the Canadian Consulate in Shanghai to discuss the foreign NGO registration situation six months into implementation of the Foreign NGO Law.
