This document, prepared by the China Network for Health Economics, WHO, TDR, and the Alliance - HPSR, is a product of the Health Policy Forum held in May 2004 in Beijing, with the participation of high-level policy-makers from central and provincial levels as well as researchers. 

The document describes the social and economic context of the country, carefully considers the opportunities and challenges facing the government in public health, and systematically summarizes key research findings relevant to policy-making. More importantly, it identifies knowledge gaps and proposes a number of options for filling these gaps.
